as such action could hardly fail to be crippling in

effect. I would therefore submit that justice will

be served if his increment, now due, is deferred for

one year, making in effect the ultimate equivalent of

a fine of $600.

In accordance with Colonial Regulation 278

I request your sanction for the writing-off of the

total amount of $4,461.12. I shall in due course

cause the Legislative Council to be informed of the

(circ matter as required in the confidential despatch of

6th December, 1933, from Sir P. Cunliffe-Lister (now

Viscount Swinton).
